The City of Belmont looks to provide affordable and quality services to our customers and community. There are many regulations that dictate what the City can (or cannot) do in relation to purchasing goods and services, as there are in relation to the City selling, leasing or otherwise disposing of Council property. To ensure fairness and transparency, the City has developed a number of policies in respect to our purchasing and tender processes. The policies meet the requirements of the Local Government Act 1995 and the Local Government (Functions and General) Regulations 1996.
Should a supply of goods or services be expected to be more, or worth more, than $100,000 then tenders are to be publicly invited. These public invitations to tender are advertised in The West Australian Newspaper.
Where there is an Invitation to Tender, interested parties are invited to obtain the specifications and contract documents from the City of Belmont Civic Centre, 215 Wright Street Cloverdale, 6105 or alternatively from this website.
All tenders must be addressed to the Chief Executive Officer, City of Belmont and submitted on the “Form of Tender” in a sealed envelope clearly endorsed with the tender number and title of tender. This is to be placed in the tender box situated in the foyer of the Civic Centre before the deadline. Tenders submitted after the deadline and/or by means of facsimile transmission, electronic transmission and verbal conveyance will not be accepted.
Each tender may have both specific and general conditions, however it is important to note that the City:
- May in its absolute discretion accept two or more tenders
- Is not bound to accept the lowest tender but aims to select the tender it considers the most advantageous based on the information provided by the tenderers
- May reject all of the tenders submitted if none of the tenders are found to be suitable
Canvassing of Elected Members, employees of the City Of Belmont or any member of a selection panel will disqualify the tender.
