Golden Gateway Local Structure Plan
The Golden Gateway precinct takes a prominent position on Great Eastern Highway, offering a north-western ‘gateway’ to the City of Belmont.
The precinct encompasses land generally bound by Great Eastern Highway, the Swan River, Resolution Drive and Grandstand Road (to the north), Ascot Racecourse (to the south), Carbine Street and Hardey Road. It also includes the Ascot Kilns site.
Background
In 2008, the City of Belmont recognised the potential for high quality mixed commercial and residential development in the Golden Gateway precinct. Coordinated planning was needed to overcome the challenges of site access constraints and land fragmentation.
The draft Golden Gateway Local Structure Plan addresses:
- Land use and zoning
- Built form and development requirements
- Modifications and upgrades to the movement network
- Public realm improvements
- Infrastructure and servicing requirements
- Stormwater management
- Implementation requirements
To help prepare the draft Golden Gateway Local Structure Plan, the City engaged with members of the community through:
- A series of workshops with Council officers, business/landowners and residents in May 2016;
- Two online surveys for the wider community to provide feedback in May and November 2016;
- A workshop with business/landowners and community members to present three draft concept plans in November 2016.
Current status
Council considered the draft Golden Gateway Local Structure Plan post advertising at the 23 June 2020 Ordinary Council Meeting. After careful consideration of the matters raised in the submissions, Council resolved to require a number of modifications to the draft Golden Gateway Local Structure Plan, in addition to the modifications recommended by Officers. Key modifications that will be made to the draft Local Structure Plan relate to zoning, density, building height and the road network.
Once modifications to the draft Golden Gateway Local Structure Plan have been completed, it will be re-advertised in accordance with the
Planning and Development (Local Planning Schemes) Regulations 2015.
