All dogs over the age of 3 months must be registered with a Local Authority in Western Australia. Registrations at the City are available for one or three years, expiring on 31 October.
Registration and Sterilisation
The registration fees are:
Unsterilised dog for one or three years ($30 and $75 respectively)
Sterilised dog for one or three years ($10 and $18 respectively)
Proof of sterilisation is required when registering your dog. This is usually provided via a Veterinary Surgeon’s Certificate, a Statutory Declaration signed by the owner or by the sighting of the dog’s sterilisation tattoo by a ranger.
Eligible pensioners are entitled to a 50% discount on the above registration fees upon presentation of their Concession Card or a Seniors Card, in conjunction with a Commonwealth Seniors Health Card. If you register your pup / dog before it has been sterilised, and then get it sterilised during that registration period, you are entitled to a refund of the difference in registration fees. Simply provide Council with a copy of the Veterinary Certificate and a covering letter requesting a refund due to sterilisation.
We encourage all dog owners to sterilise their dogs to prevent them contributing to the increasing population of unwanted dogs and puppies in Perth’s pounds and shelters.
Dog Pound Location and Opening Times
The City of Belmont is pleased to use the RSPCA Shelter in Malaga as their dog pound facility. The Shelter is located on the corner of Reid Highway and Malaga Drive in Malaga. Opening hours for the Shelter are:
Monday to Sunday 10.00am to 4.00pm

Poundage Fees
Poundage fees, as outlined below, must be paid in full to the RSPCA staff on collection of an impounded dog. All dogs must be currently registered before the dog will be released by the RSPCA. Registration can only be paid at the City of Belmont Civic Centre. You should then present your receipt to the RSPCA for collection of your dog.
Poundage Fees (RSPCA) - $100 for the first 3 days and increases $20 per day thereafter.
Lost Dogs
If you have lost your dog, please check the details listed at the RSPCA's website.
Please remember that a registration tag will enable us to reunite you with your dog and may also save you a $100 on the spot fine for failing to have your dog registered with the local authority. By registering your dog and attaching the tag to its collar, you help the Rangers to easily contact you should your dog be found wandering. The Dog Act 1976 requires that you also attach a name and address tag to your dog’s collar. It is important that you remember to notify the City as soon as possible should your address or phone number change so that your dog can be returned to you easily.
Dogs Currently Impounded
Dogs at the RSPCA will be held for a maximum of seven days for owners to reclaim them. On eighth day dogs are then transfered to the RSPCA rehoming program and this may include euthanasia.
While we attempt to impound all dogs at the RSPCA Shelter, there are occasions when it is necessary to impound animals at the City’s Operations Centre. Situations leading to this include infectious disease outbreaks at the RSPCA shelter (eg. Parvo) or when the shelter is full. Our Operations Centre is only used as a last resort or in emergency situations. Council will endeavour to hold these animals for 7 days*. Normal poundage fees apply.
*The Dog Act 1976 specifies that dogs have to be kept for a minimum of 72 hours only.
Purchasing an Unclaimed Dog
If you wish to give a dog a home please contact the RSPCA Shelter on 9209 9300 for further information. Please remember that these dogs may have often had disrupted and neglected lives, so be sure that you are committed to providing a dog or pup with a happy and loving home for the rest of its life. The RSPCA imposes their own fees for the purchase of dogs, which includes the costs of sterilisation, vaccination, worming and microchipping.
