A crossover is the access to your property from the property line to the road edge. This is within the road reserve and therefore special conditions apply to the construction and maintenance of crossovers. There is a law requiring property owners or their agents to submit an application for approval to the City to construct a crossover prior to actual construction taking place. Approval can be sought through either a Infrastructure Services Clearance Application or Application to Modify or Upgrade Existing Crossover.
New Developments – Infrastructure Services Clearance
The Infrastructure Services department requires that all new developments within the City of Belmont seek Infrastructure Services Clearance as part of compliance with the City’s Local Laws, Policies and Local Government Act.
Infrastructure Services Clearance shall be sought in conjunction with the Building Permit application so the City can advise the applicant of any conflicting issues at the development stages. Should this clearance not be sought and non-compliances are identified, the City reserves the right to request modifications for which the property owner will bear the full cost. The City may impose penalties under the Local Laws and Local Government Act and undertake necessary actions to rectify the non-compliances and recover all associated costs. The Infrastructure Services Clearance will also assess and clear any Engineering conditions of the Development Approval.
The Assessment includes; Crossover(s), Stormwater Drainage, Verge Assets, Finished Floor Levels, Vehicle Parking and Manoeuvrability, Easements and Landscape Plans.
The below application form should be completed and submitted to the City with relevant supporting documentation. A non-refundable fee is required to be paid on submission of the application.

Existing Crossovers - Application to Modify or Upgrade Crossover
To apply to, widen an existing crossover, upgrade an existing crossover (from bitumen to concrete or brick paving) or relocate an existing crossover, the Property Owner or Builder will need to submit an Application to Modify or Upgrade Crossover.
The below application form should be completed and submitted to the City with relevant supporting documentation. A non-refundable fee of $55.00 is to be paid on submission of the application.

Your approval will be granted within 30 days unless further information is requested.
Residential properties may be eligible for a subsidy from the City (subject to conditions) and should apply for this via the below application form once construction has been completed. Please be aware that you are required to provide proof that either reinforcement mesh (concrete crossover) or limestone subbase (brickpaved crossover) was used in the construction of the crossover to be eligible for the subsidy payment.
