Public statement time form

1. An initial period of 30 minutes is provided for Public Statement Time.  
2. A simple majority is required to extend Public Statement Time beyond the initial 30 minute period with a maximum total duration of 45 minutes at each meeting.  
3. Statements must not exceed five minutes.  
4. Persons wishing to make a Statement are encouraged to register in writing with the City before 12 noon, the day immediately preceding the meeting.  
5. Priority will be given to persons who have registered in advance and in writing, with Statements generally dealt with in order of registration.  
6. Any remaining available time may, at the discretion of the Presiding Member, be allocated to persons who have not registered in advance.  
7. Before making a Statement, the speaker must state their name and suburb. 
8. Statements must relate to the business of the local government.  
9. Priority will be given to Statements relating to items on the agenda, as indicated on the written registration. 
10. Only one Statement may be made per person per meeting, and by individuals who are present at the meeting.  
11. Statements are to be received without debate or discussion. Interaction between Elected Members and the speaker is permitted with the permission of the Presiding Member.   
12. Minutes will include the name and suburb of the speaker, the relevant agenda item(s) (if any) their Statement relates to and where the Statement does not relate to an agenda item, the subject matter.  
13. The Presiding Member has authority to rule a Statement, or any part of a Statement out of order.   
14. During Public Statement Time, Elected Members may draw attention to a breach of the Standing Orders Local Law 2017. 
15. Where a procedural matter concerning Public Statement Time is not addressed by these Rules, the Standing Orders Local Law 2017, the Local Government Act 1995 (WA) or Regulations, the Presiding Member will determine the procedure to be followed. 

Collection Notice
The City of Belmont is collecting your personal information administer and process your participation in Public Statement Time of the Council Meeting. Your personal information may be livestreamed, recorded, and the subject of statement may be published in the meeting documents. Your information may be shared on the City website if you participate in the Public Statement Time or where required by law. The Local Government Act 1995 (WA) authorises the City to collect this information for the purpose of administering public meetings. If you choose not to provide the requested personal information, we may be unable to include your statement through the Public Statement Time process.
