Lodgement of Building Applications
Please note fees must be paid in full upon lodgement with the City. Building applications can be lodged using one of the following methods:

Assessment time frames
We are taking longer than usual to process building applications, due to resourcing pressures. The current processing time is 10 to 20 business days for certified applications, and 25 to 35 business days for uncertified applications.
If we take longer to process your application than the statutory timeframes listed in the table below, the applicable application fees as prescribed under the Building Act 2011 will be refunded.

In accordance with the Building Act 2011, the City has the following time frames to either grant or refuse a permit application:
Note: Applications for Occupancy Permit – Strata, and Building Approval Certificate – Strata will not be applicable as of 1 May 2020. These are now referenced within the Application for Occupancy Permit and Application for Building Approval Certificate.
The time clock starts at 12am the day after a fully completed application is received by the City.

Fees and Charges
Building and Construction Industry Training Fund Levy (BCITF)
Where the estimated value of work exceeds $20,000 for building or demolition applications, a BCITF form must been completed and submitted with the application*. Forms are available from the front counter at the City of Belmont Civic Centre, 215 Wright Street, Cloverdale, or alternatively contact CTF directly.
*Please Note - If you intend to lodge a building or demolition permit application through the City’s online lodgement system, payment must be made directly to CTF prior to lodging your application to the City, and a copy of the CTF payment receipt must be provided with your online lodgement application.
Energy Efficiency
As of 1 July 2003, Energy Efficiency requirements were implemented via the Building Code of Australia (BCA) and all buildings (including additions to existing residential dwellings), need to comply. To assist applicants with energy efficiency requirements and with any necessary documentation the City recommends you seek the services of an accredited House Energy Rating Scheme (HERS) assessor.
