Development Assessment Panel
A Development Assessment Panel is an independent body which make decisions on development applications in place of local government and/or the Western Australian Planning Commission.
Development Assessment Panels are established under the
Planning and Development Act 2005 and administered by the Department of Planning, Lands and Heritage in accordance with
the Planning and Development (Development Assessment Panels) Regulations 2011.
The City of Belmont forms part of the Metro Inner-South Joint Development Assessment Panel. The Panel consists of five members, with three specialist members and two local government councillors.
Mandatory development assessment panel applications
Development applications proposed within the City of Belmont with a value of $10 million or more need to be determined by the Development Assessment Panel.
Optional development assessment panel applications
If the value of a development is between $2 million and $10 million, applicants/landowners can choose to have their development application determined by the Development Assessment Panel, instead of the City of Belmont.
Local government delegated applications
If the value of a development is between $2 million and $10 million, the City of Belmont may choose to delegate its decision-making authority to the Development Assessment Panel.

The types of application which cannot be determined by the Development Assessment Panel include:
- Single houses
- Carports, shade sails, outbuildings or sheds
- Less than 10 grouped dwellings or multiple dwellings
