Short-Term Rental Accommodation

All forms of Short-term rental accommodation require development approval from the City of Belmont.
What is Short-term rental accommodation?
Short-Term Rental Accommodation is the collective name given to holiday homes, units or apartments offered for short-term letting, often through an online booking platform or management agent. Short-term rental accommodation is either hosted (where a host is present) or unhosted (where guests have exclusive use of an entire house, unit or apartment). This can include:
- A family home which is periodically offered as a short-term rental;
- A property purchased for the sole intent of operating a short-term rental operation
- Spare bedrooms and areas within a home offered to let on a short-term basis.
State Position Statement and City’s Local Planning Policy
In November 2023, the State Government released a Position Statement titled Planning for Tourism and Short-Term Rental Accommodation and associated guidelines. These documents identify a Local Planning Policy as an appropriate planning instrument for Local Governments to regulate Short-Term Rental Accommodation uses. Consistent with the Position Statement, we have prepared draft Local Planning Policy No. 19 – Short-term Rental Accommodation to set out the criteria to be applied when assessing applications for these land uses.

What do I need to submit with my development application?
- Application for development approval form or MRS Form 1 if your property is located adjacent to land reserved under the Metropolitan Region Scheme
- Certificate of Title
- Site plan and floor plan
- Written submission providing an overview of the proposal
- Management plan
- Code of conduct
- Approval of the Strata company
