A crossover is the section at the end of your driveway where your property line connects to the edge of the road. Since this section sits within the road reserve, special conditions apply to the construction and maintenance of crossovers.

In line with the law related to crossovers, you need to apply for approval from the City of Belmont to construct a crossover, before any actual construction takes place.

Depending on your development, you (or someone acting on your behalf such as your builder) will need to submit either:
 

• Infrastructure Services Clearance Application
• Application to Modify or Upgrade Existing Crossover

New developments

Before you start a new development, you will need to apply for Infrastructure Services Clearance to comply with the City’s Consolidated Local Law 2020, policies and the Local Government Act 1995. Please note:
 

• If you do not apply for this clearance and do not comply with these laws and regulations, the City reserves the right to request modifications for which you as the property owner will bear the full cost;
• The City may impose penalties under the Consolidated Local Law 2020 and Local Government Act 1995 and take action to correct the non-compliances and recover all associated costs.

You or your builder can apply for Infrastructure Services Clearance at the same time as the Building Permit application is submitted. This way, the City could let you know about any conflicting issues at the development stages. The Infrastructure Services Clearance will also check the engineering conditions as part of your Development Approval. This assessment includes the consideration of crossover(s), stormwater drainage, verge assets, street trees, finished floor levels, vehicle parking and manoeuvrability, easements and landscape plans.

Single / Residential Development: $110
Grouped / Multi Residential Development: $220
Commercial/Industrial Development: $330

There are two ways you can apply for Infrastructure Services Clearance.

Once your form has been received, you will receive an invoice by email to pay before the due date.

Existing crossovers

If you would like to modify or upgrade an existing crossover, for example from bitumen to concrete/brick paving, or relocate or widen an existing crossover, you will need to apply for approval.

Specifications and subsidies

For applications related to both new developments and upgrades or modifications to your crossover, you could expect to receive approval within 30 working days provided there is no conflict with the City's street trees or other verge assets.

Once you have received either an Infrastructure Services Approval or Modify/Upgrade Crossover Approval from the City you can then construct your crossover in line with these City of Belmont Vehicular Crossover General Requirements and Specifications:

Subsidy

If your crossover application relates to a residential property, you may be eligible for a subsidy from the City (subject to conditions).
 
If you are eligible, you will find a subsidy form included with the City’s approval documentation. This form can be submitted once construction on your crossover has been completed.

Second crossover

Please note, as per Planning Policy 13,  4.1.1, a maximum of one (1) vehicle crossover is permitted for each ‘Single House’ lot.
