The City of Belmont offers three options for payment of rates. The due dates associated with these options are shown on the original rate notice issued in July.
- SmoothRates - (No instalment or administration fees associated with this option).
- Introduced effective 1 July 2024, where there are no arrears on your account. This alternative method allows for the annual rates to be paid either on a fortnightly or monthly basis over a 10 month period commencing in August and finalising in May of that rating year. Please refer to your rate notice for further information including the date your application must be submitted by.
- If you have arrears on your account, whilst the SmoothRates may not be available to you this year, please contact the rates team in regard to an alternative arrangement instead.
The above listed payment options can be viewed on your rates notice. View instalment options on a
sample rates notice.
To be eligible for payment by the 4 instalment option or SmoothRates
To be eligible for the SmoothRates option, you must have submitted your application with the correct payment amounts and commencement date within the timeframe shown on your rate notice. No applications will be processed if received after that date.
Please note that applications for SmoothRates are now closed.
If you are not able to make the first payment by the due date but would still like to pay by the four instalments, please immediately notify the City in writing. In your explanation, please include details of the circumstances and your estimated payment date. If approved, the City may be able to adjust your account manually to help you still be able to take advantage of the four instalment option.
For more information, please email

If you are having difficulties paying your rates using the options shown on your rate notice, or would like to spread your rate payments out and still pay by the due date, you may be eligible to pay via a Direct Debit alternative arrangement.
Payments are deducted on a Friday (excluding public holidays) only. (If a Friday is a public holiday the monies are deducted the following working day).
Please phone the City on 9477 7222 to discuss your situation before you complete your application.
Apply for Current Rate Assessment Outstanding – Direct Debit
Once you have paid your current rates, you may wish to continue using this payment method by applying for Direct Debit Pre-Paid. This could help you to get ahead on your rates by making smaller payments more frequently, helping to reduce the stress of paying bills in full as they arrive.
Here is how the Direct Debit Pre-Paid system works:
- You complete and submit a Direct Debit Pre-Paid application;
- With the view of the first payment being deducted in April each year, you will have the opportunity to pay over 12 months, instead of the 8 month process available through instalment options. This will finalise your account by the end of the following March/April, in line with the due date of the final instalment each year.
This arrangement is reviewed every two years to ensure that the amount currently being paid will still cover future rates. This process will automatically continue unless you advise the City in writing that you would like to stop.
Payments are deducted on a Friday (excluding public holidays) only. (If a Friday is a public holiday the monies are deducted the following working day).
Please note, any payments in advance will not be refunded unless under extraordinary circumstances expressed to the City in writing.
