Multiple animal ownership
The City of Belmont limits the number of dogs permitted on a single property to:
- 2 dogs over the age of 3 months (and the litter of those dogs)
You can apply to the City for approval to keep more than this number of dogs at your property, subject to the conditions listed below:

Applying to keep multiple animals
For your application to be considered, you will need to submit all relevant documentation and pay a non-refundable application fee.
Your application will only be considered by the City if:
- Two of the dogs must be currently registered and the third dog, if approved, needs to be registered within 14 days of approval being given;
- The dogs are not to be used for breeding purposes;
- The dogs are not of a restricted breed or declared a dangerous dog;
- The lot size where the dogs reside must be 500 square metres or greater, (although the City may determine a larger area is needed, depending on the type and breed of the dogs in question);
- The suitable fenced or enclosed area of the premises is to have a minimum of 100m2 of adequately maintained grassed area and depending on the breeds of dogs a larger area may be necessary as decided by the City;
- If you do not own the property, you will need to include a letter of support from the owner of the property for your application to be assessed.
If your application meets these criteria, a City Ranger will conduct a property inspection to determine the demeanour and condition of the dogs. They will also look at whether you can effectively confine the dogs in accordance with the requirements of the
Dog Act 1976 and
Consolidated Local Law 2020.
Rangers will also consider:
- Any history or current incidence of dog nuisance, wandering or control that is likely to impact on the surrounding community;
- Comments or objections from neighbours, who will be contacted by mail.
Approval to keep multiple animals
If your application is approved, conditions will be placed on any approval to keep three dogs. Contravention of the conditions, the
Dog Act 1976 or the
Consolidated Local Law 2020 may result in the exemption being revoked at any time.
Please note that:
- Your application or approval can be reviewed, revoked or varied at any stage, particularly if it is found that you have contravened any of the above conditions;
- In the event that any of the registered dogs at the property, approved by the City, become deceased or are relocated on a permanent basis to another property, you cannot replace these dogs unless you submit another application (and fee) which will then need to be approved by the City.
