About the building
Located in the heart of the Faulkner Park Civic Precinct, Belmont Hub is a modern multi-purpose, cross-generational community building with flexible and adaptable spaces.
The building features a library over two levels, a multimedia recording suite, seniors hub, state-of-the-art museum, office space for community service organisation providers and much more.
This is the largest construction project the City of Belmont has undertaken to date in its history and demonstrates Council’s commitment to its community.
The architecturally striking building is a vision created by Bollig Design Group and delivered by PACT Construction who successfully overcame a number of challenges during the construction phase.

Architecture, Environment and Art
Low maintenance, hard wearing polished concrete floors, high ceiling spaces with exposed services and suspended acoustic ceiling panels feature throughout to create an industrial aesthetic. This reflects the City of Belmont’s unique mix of residential, industrial and commercial character.
The building’s core is built from concrete slabs and structural steel frames, covered by contrasting façade elements that create varied textures.
Internally, the large central void and exposed bulkheads give a sense of space over the two main levels and basement car park. The glass-walled observation lift in an open shaft is a feature of the internal space.
- Entire building sits on a 500mm thick in-situ concrete raft slab;
- Every major piece of steel is bespoke and either curved or cambered;
- A total of approximately 280 tonne of structural steel installed;
- Façade combines Curtain walling, Kingspan cladding, shingles and aluminium panels all slanted at different angles around the building;
- Kingspan aluminium shingles on all sides of the building are a feature façade element and are an Australian first;
- Each gold 500mm x 500mm shingle was fixed individually, making the installation of the 1,000 shingles a time consuming process. On average, only 15 tiles could be fixed in any one day;
- Lift supported by a 20 tonne structural steel frame and sits within exposed space allowing view of beams and mechanics of equipment;
- Mix of in-situ beams, post-tension beams, pre-tension slabs and a polished concrete topping utilised;
- Floating staircase and central skylight – veneer clad stairs have no supporting columns or beams underneath, and skylight sits over central void running down the entire central spine of building;
- Floor finishes include exposed aggregate polished concrete, vinyl flooring and carpet tiles.
- Achieved a 6 Star Green Star (Public Building) Design and As Built certification;
- Features numerous active and passive design elements to minimise environmental impacts while optimising occupant comfort and well-being;
- Natural ventilation system maximises use of fresh air during the day and night purging of hot air;
- 100kW rooftop solar photovoltaic system for offset power generation;
- Integrated BMS controls monitoring power and energy usage;
- LED lighting controlled via intelligent programmable lighting control system;
- Automatic window and blind adjustment system for temperature regulation.
Paths of Many by Stuart Green is an internal and external public artwork with the internal artwork suspended in the ground floor entry void.
The artwork explores the idea of community: made out of a cloud-like shape to represent the journey of many individual units, coming together in random formation signifying the democratic notion of community.

- Dedicated children’s area with secure outdoor activity space;

- Digital hub including collaborative booths with 32 inch displays;
- Innovation Lab Creative Space;
- Digi Hub With Bub offering a dedicated secure space to engage young children while in close proximity of parents and carers accessing the internet. Includes free access to Wi-Fi using free tablets that are available for loan or BYO devices and ABC streaming for Kids;
- Bookable meeting rooms.

The Seniors Hub is the home of the Belmont Senior Citizens Centre and a number of seniors services.
The space includes:
Retail store showcasing City merchandise and local artists’ artwork.
City merchandise:
- Stationery supplies;
- Local history books, merchandise and souvenirs;
- The Adventures of the Belmonsters books and merchandise.
Artists’ merchandise:
- Showcasing art and craft from local emerging artists ranging from photography, paintings, jewellery, cards and ceramics;
- Supporting the local artist community;
- All art sold commission free;
- Art pre-purchased by City to minimise financial risk to artist;
- Hosts Artist in Residence series.
Located on the First Floor, the Artist's Place Gallery:
- Showcases new and emerging local artists;
- Features the Artist-in-residence program.

Designed for cooking demonstrations and healthy eating workshops delivered by qualifi ed dieticians as part of the City’s CountUSin Program.

- Access to fresh produce in the urban orchard and edible garden situated in the Plaza.

Funding
The City of Belmont received a $9.6 Million Federal Government grant towards the project, and $3.8 Million grant from Lotterywest for the community service providers office space.
The City also received a $540,000 Federal Government grant for state-of-the-art security systems and infrastructure, and a $196,736 Federal Government grant for 79 CCTV cameras.
