The City supports procedural fairness, unbiased decision‑making, integrity and good governance.
If you suspect a council member, committee member or candidate has breached the Code of Conduct for Council Members, Committee Members and Candidates or the
Local Government Act 1995, you can make a complaint.
Alleged breaches of the behavioural requirements of the Code are dealt with by the local government. The local government can only deal with an alleged breach if a formal complaint is made:
- using the complaint form (linked below);
- to the person authorised to receive these complaints; and
- within one month of the alleged breach occurring.
Complaints of this nature are to be dealt with in accordance with the
Local Government Act 1995 (WA),
Local Government (Model Code of Conduct) Regulations 2021 (WA), the Code of Conduct for Council Members, Committee Members and Candidates and any relevant policies adopted by Council.
Please be aware that it is an offence under Section 8A.36 of the
Local Government Act 1995 (WA) to disclose information that a complaint has been made, or to disclose information about any detail of the complaint.

Allegations of a behavioural breach may be investigated by the City.
The investigation will be conducted in accordance with the investigation process detailed in:
- Code of Conduct for Council Members, Committee Members and Candidates; and
- Council Policy 60 – Complaint Investigation – Behaviour Complaints.
The City is required to maintain a
register of complaints which records all complaints that result in a finding that:
- A conduct breach has occurred under section 5.110(2) of the Local Government Act 1995 (WA); or
- A behavioural breach has occurred under the Code of Conduct for Council Members, Committee Members and Candidates.
Behavioural, conduct or specified breach complaints may be lodged with the Local Government Inspector.
The inspector may refer a complaint that alleges a conduct breach or a specified breach to the City if the Inspector is satisfied that it is more appropriate for the local government to deal with the complaint.
