People and Places Grants
The People and Places Grants program provides financial support to help our community connect with their neighbours and work together to create vibrant, inviting spaces.
The program includes two funding initiatives:

Your Neighbour Activation Scheme (formally known as the Your Neighbour Community Grant).
Applications for both initiatives are open throughout the year, or until the annual funding allocation has been exhausted.
People and Places Grant
We’ll work with you along the way to bring your idea to life!
The People and Places Grant helps the community liven up their neighbourhood by funding community-led placemaking activities that bring people together and create vibrant, inviting places.
Individuals, community groups, local businesses and organisations in the City of Belmont can apply for up to $2,000 to help them deliver small-scale activations, beautification projects and creative activities in their local area.
Applicants can apply for up to $2,000 for placemaking activities.
The City offers a total funding pool of $15,000, which is available throughout the year or until the annual allocation is exhausted.
The People and Places Grant is designed to support collaborative efforts by individuals and groups to deliver community-led placemaking activities.
Eligible appliants include:
- Belmont-based community groups and organisations.
- Projects can involve partnerships between two or more local groups

Belmont-based School P&F Associations, Resident Groups/ Associations, Town Teams
-
Unincorporated community networks based in the City of Belmont
-
Individuals residing in Belmont who can demonstrate the benefit of and broader community support for their activity

Belmont-based businesses with an ABN, delivering projects that benefit the local and/or broader City of Belmont community.

If you're a City of Belmont resident who would like to deliver a small neighbourhood gathering, the Your Neighbour Activation Scheme may be better suited to your idea.

Placemaking activities and place related projects located within the City of Belmont local government area.
Examples of projects and activities the grant will fund include:

Group or collective start-up costs.

Public art projects.
-
Small-scale activations/gatherings/events.
-
Street beautification initiatives.
-
Street furniture/little street libraries in public spaces.
-
Plants and planter boxes.
- Other projects or gatherings designed to engage the local community and build momentum.
- Public liability insurance costs may be covered with conditions* if it is required for the placemaking activity. (*It must be specifically for the activity, be no more than 5% (for individuals) or 10% (for groups) of the grant allocation, and evidence is provided).
*Funding for larger scale activities may be considered on an individual basis, so make sure to connect with our Placemaking Officer before submitting your application.
Applications are assessed on their individual merit and how they meet the below criteria:

Alignment with one or more of the grant goals listed in the People and Places Grant Guidelines

Evidence of community support and community involvement in the activity

Evidence of the individual or group's contribution towards the activity
-
Such criteria that the City determines as relevant
The City aims to support placemaking across all parts of the community and may consider locations of proposed acitivites and applicants in the assessment process.
We'll work with you throughout the application process to help you navigate the steps and bring your idea to life.
Step one: Review the guidelines
Carefully review the People and Places Grant Guidelines to make sure your idea aligns with the funding goals of the grant.
Step two: Schedule a meeting with our Placemaking Officer
Contact the City's Placemaking Officer to arrange a meeting to discuss your idea and get support for your application.
We'll walk you through what you need to prepare for your online application, information to support the delivery of your activity, and what you need to do next.

Step three: Prepare and submit your online application
After discussing your application with our Placemaking Officer, you can begin submitting your application and supporting documentation via the online SmartyGrants portal.
You'll need to register as a new user when submitting your first application through SmartyGrants. Follow the prompts to get started. For technical assistance with this process, visit the SmartyGrants Help Hub.

Your activity or idea may interact with infrastructure owned by the City or neighbouring private land.
Here are some important considerations when planning your application.
Footpaths and verges

Ensure sightlines for cars are clear at corners and exit points.

Avoid blocking traffic and keep sightlines open.
-
Host a social event or celebration without needing a road closure.
-
Leave enough space for car doors to open.
-
Raised planters on verges can be up to 35cm high.
Activity Centres
-
Speak to the City to make changes to sidewalk paving, for street art, and installations to make sure the site is suitable.

Some road painting requires Main Roads WA approval, but the City of Belmont can help with this.

Decorate or disguise bollards using planter boxes or seating except bollards at intersections.

Temporary installations in parking bays can stay for up to 48 hours, as long as you have written approval from the property owner and the installation is easy to remove.
Private Land

Get permission from the landowner before making changes.
-
It’s your property, especially if you’re removing your front fence.
-
If you have approval from the property owner, you don’t need development approval for your proposal.
Retailers

Keep the area in front of your business clear of clutter, use clear-glazed windows for visibility, and make entry points easy to find.

Make sure your public liability insurance covers the footpath/verge outside your shop.
-
Take responsibility for maintaining the area outside your shop.
-
Be creative! What you place outside your shop is like your 'business card.' Make it engaging, classy, playful, and inspiring to help improve the whole precinct.

Begin your online application
Your Neighbour Activation Scheme
Build stronger, friendlier, and more welcoming neighbourhoods.
The Your Neighbour Activation Scheme offers financial support of up to $250 to help residents living in the City of Belmont to host small neighbourhood gatherings.
Residents can apply to be reimbursed for up to $250 for goods and services that are purchased specifically for the gathering. As a reimbursement scheme, successful applicants receive payment after the gathering is held.
To be eligible for reimbursement through the Your Neighbour Activation Scheme, your gathering must meet certain requirements -

At least four (4) neighbouring households must attend the gathering
-
Neighbours must live on the same street and in close proximity of each other (within 100m).

All gatherings should be held in the resident’s front yard. If the front yard is not suitable, alternative communal spaces may be considered subject to prior approval, such as a nearby park or reserve.
Here are some examples of neighbourhood gatherings you could host under the scheme:
Individuals that reside in the City of Belmont.
The reimbursement scheme covers goods and services purchased from locally-based shops and businesses specifically for your gathering. This may include:

Food and beverages (no alcohol)
-
BBQ gas bottle refill
-
Eco-friendly disposable cutlery, plates and cups
-
Party games and entertainment (capped at 20% of total reimbursment amount)
Supporting our local business community
The City will only reimburse items that were purchased from shops and businesses within the City of Belmont such as local supermarkets, bakeries and butchers.
Belmont Toy Library
The City of Belmont has a membership to the Belmont Toy Library where you can access a range of toys and resources for your event. To view their range, check out their website. Please inform us in your application if you would like to make use of this service.
There are four steps to ensure your application is successfully received and approved.
Step one: Submit an application
Review the Your Neighbour Activation Scheme Terms and Conditions and submit your application via the online SmartyGrants portal at least four weeks before your event. We'll let you know within 10 working days if your application has been successful.
Step two: Hold your gathering
Make sure to keep the receipts for any items you'd like for re-imbursement. Take photos at the event to include in your Acquittal form.
Step three: Complete the Acquittal Form
To finalise your application, you'll need to complete the Your Neighbour Activation Scheme Reimbursement and Aquittal Form.

This form will ask for you to provide receipts, event photos and the bank account details you would like the reimbursed amount to be deposited into. We'll let you know within 10 working days if your form has been approved.
Step four: Receive payment
You'll receive a payment into your nominated bank account (up to $250) typically within 7-14 days.
